    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Larry L. Fann, United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty these men distinguished themselves by exceptionally valorous actions while serving as aircraft commanders of cargo helicopters during an aerial flame mmunitions bombardment of Nui Sai Vei Mountain in the northwestern part of the IV Corps Tactical Zone. Though faced with extremely low cloud cover over this know enemy stronghold which contained numerous enemy machine gun positions, these men skillfully and expertly maneuvered their aircraft along the entire length of the mountain complex at precariously low altitudes and utilizing their outstanding flying ability, they maneuvered their giant helicopters to provide accurate and effective placement of their highly sensitive cargo on the target areas. Through their courage and superior airmanship, they were able to completely saturate the heavily fortified enemy bunkers and numerous cave entrances, thereby enabling the Allied ground forces to take advantage of a completely demoralized enemy. Their heroic and thoroughly professional actions were in keeping with the highest traditions of the military service and reflected great credit upon themselves, their unit, and the United States Army.
