The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Alan L. Black, United States Army, for heroic action on 13 January 1964, in the Republic of Vietnam. On this date he was flying radio relay and reconnaissance cover for Special Forces patrols in the I Corps Tactical Zone. At approximately 1045 hours, Lieutenant Black found a patrol subjected to a heavy Viet Cong mortar barrage. One American Advisor and six Vietnamese strike force members had been wounded. Despite the mortar barrage he flew in at low level to ascertain the location of the friendly troops. He requested air evacuation of the casualties and offensive air support to assist the patrol, which was unable to move because of the number of wounded. With complete disregard for his own personal safety, he continued to fly over the enemy position thereby forcing them to remain in place. This allowed the friendly troops to move from their positions and take care of the wounded. Making every effort to draw their fire, Lieutenant Black flew time and again over the hostile positions. Even when his fuel was almost gone, he refused to leave the area, but remained until their aircraft arrived to strike the enemy positions. By his actions, Lieutenant Black relieved the pressure on the Special Forces strike force, and allowed them to regroup and tend their wounded. Lieutenant Black’s actions were in keeping with the highest traditions of the Untied States Army, and reflect great credit upon himself and the military service.
