The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Arthur D. Batten, United States Air Force, for extraordinary achievement while participating in aerial flight as an EB-66 Electronic Warfare Officer for the 42nd Tactical Electronic Warfare Squadron, Takhli Royal Thai Air Force Base, Thailand, from 8 July 1968 to 7 June 1969. During this period, Captain Batten provided electronic countermeasures support for fighter, bomber and photo reconnaissance aircraft, allowing them to operate in greater safety and with increased success. He also flew numerous electronic reconnaissance missions during which he gathered vital intelligence on the hostile fire control and ground control intercept radar net. While constantly exposed to the threat of ground fire and fighter attack, Captain Batten accomplished these missions in a highly courageous and exemplary manner. The professional competence, aerial skill and devotion to duty displayed by Captain Batten reflect great credit upon himself and the United States Air Force.
