The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major Leslie J. Bartlett, United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4E Aircraft Commander in Southeast Asia on 20 March 1971. On that date, Major Bartlett was leading an air strike against a hostile position consisting of a heavily defended storage area. In spite of heavy ground fire, marginal weather, and extremely hazardous terrain, Major Bartlett delivered his ordnance with precise accuracy and effectiveness, thus neutralizing a high threat area and denying the hostile forces vital equipment and supplies. The professional competence, aerial skill, and devotion to duty displayed by Major Bartlett reflect great credit upon himself and the United States Air Force.
