The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross to Major James W. Varnum, United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4D Aircraft Commander in Southeast Asia on 6 February 1973. On that date, Major Varnum flew as an Owl Fast Forward Air Controller in one of the most highly defended areas in Southeast Asia. With complete disregard for his own personal safety, Major Varnum made two accurate dive bomb passes on a convoy of heavily loaded trucks, leaving several burning in the road. Despite the threat of anti-aircraft artillery in the area, repeated flare, and marking passes were made to pinpoint the target for the strike flights which he was working, thereby resulting in the destruction of a valuable hostile truck convoy. The professional competence, aerial skill, and devotion to duty displayed by Major Varnum reflect great credit upon himself and the United States Air Force.
