The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Technical Sergeant Billy F. Robins, United States Air Force, for extraordinary achievement while participating in aerial flight as a C-130E Flight Engineer for the 50th Tactical Airlift Squadron at Kontum, Republic of Vietnam, on 8 May 1972. On that date, Sergeant Robins flew an emergency resupply mission into the besieged field. In spite of heavy ground fire and mortar attacks, Sergeant Robins was able to deliver his cargo of critically needed medical supplies. The professional competence, aerial skill, and devotion to duty displayed by Sergeant Robins reflect great credit upon himself and the United States Air Force.
