The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Airman First Class Rene J. Picard, United States Air Force, for extraordinary achievement while participating in aerial flight from May 1955 to November 1955. The effectiveness and courage exhibited by Airman Picard in the accomplishment of these missions, under extremely hazardous flight conditions, ably demonstrated his outstanding proficiency and steadfast devotion to duty. In the performance of these special missions of vital significance to the United States he has reflected great credit upon himself and the United States Air Force.
