The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Colonel James Wesley Marsh (MCSN: 0-50763), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding service while assigned to the SECOND Marine Division, Fleet Marine Force, Atlantic, from August 1972 through August 1975. Initially assigned as Commanding Officer, Second Service Battalion, Colonel Marsh was instrumental in implementing and completing the Supported Activities Supply System, a sophisticated, mechanized system which provided increased asset visibility and rapid response to customers within the Division. Assuming command of the Second Marine Regiment, he conducted the high quality of training at all levels throughout his command. As the Assistant Chief of Staff, G-1, he skillfully directed and coordinated the myriad of activities in his staff section and provided a high level of support to the subordinate commands in the Division. In addition, as the Division Chief of Staff, his keen insight and intelligence enabled him to effectively plan and coordinate all functions of the Division Staff. Colonel Marsh’s experience, insight into command problems, and sound judgment in all assignments in the Division reflected great credit upon himself, the Marine Corps, and the United States Naval Service.
