The President of the United States of America takes pleasure in presenting the Bronze Star Medal with Combat “V” to Lieutenant Colonel Frederick Richard Dowsett (MCSN: 0-5284), United States Marine Corps, for meritorious service in connection with operations against the enemy while serving with a Marine Infantry Regiment of the FIRST Marine Division (Reinforced), in Korea, from 21 September to 2 November 1950. Lieutenant Colonel Dowsett, acting as Regimental Executive Officer, displayed outstanding professional skill, courage and leadership in the performance of his duties. Heedless of his own personal safety, he repeatedly exposed himself to enemy fire to remain with front line units, obtaining vital information of enemy dispositions, emplacements and ascertain their capabilities, which first hand information aided immeasurably in the successful tactical employment of the Regiment. By his sound knowledge of infantry tactics, meticulous attention to detail, he effectively coordinated the Regimental Staff into a smoothly functioning highly efficient team. An extremely capable and inspiring executive, resourceful and persevering in reconnoitering, establishing and maintaining excellent combat command posts, he was directly instrumental in forming, developing and sustaining the efficient operations of the Regimental Headquarters. His coolness under fire and actions were an inspiration to all members of the Regiment and contributed materially to the successful achievement of all assigned missions. Lieutenant Colonel Dowsett’s initiative and courageous actions were in keeping with the highest traditions of the United States Naval Service.     The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Colonel Frederick Richard Dowsett (MCSN: 0-5284), United States Marine Corps, for conspicuous gallantry and intrepidity as Executive Officer of the Seventh Marines, FIRST Marine Division (Reinforced), during operations against enemy aggressor forces north of Seoul, Korea, on 27 September 1950. With the attacking battalions temporarily pinned down by intense hostile fire, Lieutenant Colonel Dowsett boldly advanced into the fire-swept area and, calmly moving among his troops under vicious machine-gun and sniper fire, instilled in his officers and men the will and determination to drive forward. Although communications were often tenuous because of distance and the rugged nature of the terrain, he unhesitatingly braved enemy machine-gun, mortar, small-arms and anti-tank gun fire to ensure the rapid advance of front line units, fighting gallantly on until the enemy had been routed from their fortified positions in a subsequent assault. By his thorough knowledge of the tactical situation, superb professional skill and inspiring leadership, Lieutenant Colonel Dowsett contributed materially to the success achieved by his regiment, and his courageous and determined efforts reflect the highest credit upon himself and the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Frederick Richard Dowsett (MCSN: 0-5284), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding service while serving initially in the dual capacity of Assistant Chief of Staff, G-5, and assistant to the Assistant Chief of Staff, G-3), and later as the Assistant Chief of Staff, G-3, with a Marine Division from January 1944 to December 1945. In each of his assignments during this twenty-three month period, Lieutenant Colonel Dowsett exhibited the highest degree of professional knowledge and leadership. Starting with raw recruits and a sprinkling of combat seasoned veterans, he instituted a training program which molded the Division into a highly efficient fighting unit. His keen analysis of the requirements for combating the enemy cave tactics led to the development of assault squads and for prescribing universal training within the Division in demolitions and flame throwing tactics. The detailed plans which he prepared for the assault on Iwo Jima, and the contemplated assault on Kyushu and the occupation of Kyushu, were masterpieces of thoroughness and skillful coordination. The manner in which he completed the training of the air, naval gunfire, and artillery specialists and molded them into an operating unit within his section contributed largely to the success of the Iwo Jima campaign. As an advisor to the Commanding General in all matters which pertained to preparing the Division for combat, its employment in combat, and in enforcing the terms of the surrender of Japan, he showed outstanding judgment, superior professional skill and rare foresight. Throughout this long period, his actions were at all times in keeping with the highest traditions of the United States Naval Service.
