The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Colonel David Malone Twomey (MCSN: 0-51057), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Current Intelligence and Reports Section, Production Division; and then as Deputy Chief, Intelligence Division, Assistant Chief of Staff, J-2, Headquarters United States Military Assistance Command, Vietnam, during the period 23 June 1965 to 5 June 1966. First, as Chief of Current Intelligence and Reports Section, Lieutenant Colonel Twomey was faced with the responsibility of rapidly revamping his organization and procedures and of absorbing a vastly increased workload occasioned by the transition from intelligence support of a basic advisory mission to one of support of a massive and rapid U.S. force buildup. He met this challenge with outstanding leadership, adaptability, foresight and hard work. Despite the added burden of this situation, his unit produced timely intelligence which directly influenced major military decisions during this critical period. Later, as Deputy Chief, Intelligence Division, Lieutenant Colonel Twomey was charged with preparation of the concept for and staff supervision of establishment of the United States-Republic of Vietnam Combined Intelligence Center, Vietnam. Once again, his outstanding versatility, adaptability, and initiative were responsible for superior results. The Center was established in a relatively short period of time as the major producer of intelligence serving Free World Military Assistance forces in Vietnam. Not satisfied with his role in the creation of this facility, Lieutenant Colonel Twomey devised, gained approval of, and implemented highly effective managerial procedures for a continuously increasing intelligence production effort. Lieutenant Colonel Twomey’s leadership, dedication to duty, and achievements were in keeping with the highest traditions of the United States Naval Service.

BENNINGTON (CVA-20), when that vessel experienced a series of explosions south of Newport, Rhode Island, on 26 May 1954.
