The President of the United States of America takes pleasure in presenting the Legion of Merit to Colonel Gilbert Eugene Smith (MCSN: 0-107541), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving consecutively as Deputy Director and Commanding Officer, TWELFTH Marine Corps District, Naval Station Treasure Island, San Francisco, California, from July 1989 to July 1993. During this period Colonel Smith oversaw the implementation of a realignment of the district’s recruiting stations which successfully revitalized recruiting productivity. Through his adherence to a “traditional core values” theme, the unit surpassed every quality criteria goal established by higher headquarters. As the deputy director, the district developed a notably thorough, innovative, and effective recruiter training program. Colonel Smith’s successful endeavors were exhibited in the fact that eight of the district’s nine recruiting stations received the coveted “Superior Achiever Award” by the Commandant of the Marine Corps in fiscal years 1989-90. Because of his diligent efforts, he was respected and admired by all who observed him and contributed significantly to the accomplishment of the district’s mission. By his exceptional ability, initiative, and total dedication to duty, Colonel Smith reflected great credit upon himself and upheld the highest traditions of the Marine Corps and of the United States Naval Service.
