The President of the United States of America takes pleasure in presenting the Silver Star to Sergeant Richard Cameron Small (MCSN: 2080326), United States Marine Corps, for conspicuous gallantry and intrepidity in action while serving as a Platoon Guide with Company F, Second Battalion, Seventh Marines, FIRST Marine Division (Rein.), FMF, in connection with combat operations against insurgent communist (Viet Cong) forces in the Republic of Vietnam. On 28 February 1967, Sergeant Small’s platoon was participating in a search and clear mission during Operation DESOTO when the unit was suddenly subjected to intense automatic weapons fire while crossing a clearing. Almost immediately, one Marine was killed and several others were wounded. Upon learning that the platoon commander and platoon sergeant had been wounded, Sergeant Small unhesitatingly ran through the concentrated enemy fire and assumed command of the platoon. Exhibiting exceptional tactical ability and bold initiative, he skillfully directed two squads into position which enabled them to bring a heavy volume of fire to bear on the enemy. Simultaneously, he maintained constant communications with the commander, informing him of the tactical situation. Subsequently, Sergeant Small requested and adjusted supporting fire from armed UH-1E helicopter gunships, prepared a medical evacuation area and assisted the wounded. Undaunted by the perilous situation, he fearlessly exposed himself to hostile fire while moving among his men, encouraging and inspiring them in their efforts to repulse the enemy attack. In addition, Sergeant Small skillfully led a fire team across the fire-swept area to evacuate the wounded members of his unit that had been pinned down in the initial moments of the fire fight. His steadfast determination, presence of mind and heroic actions in the face of grave personal risk inspired all who observed him and contributed significantly to the successful accomplishment of his unit’s mission. By his outstanding leadership, initiative and selfless devotion to duty, Sergeant Small upheld the highest traditions of the Marine Corps and of the United States Naval Service.
