The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Commander Marvin Dennard Reynolds (NSN: 0-570754), United States Navy, for heroism and extraordinary achievement while participating in aerial flight as pilot of a jet aircraft attached to Attack Squadron ONE HUNDRED SIXTY-THREE (VA-163), embarked in U.S.S. ORISKANY (CVA-34), during a strike against a vital target complex at Phu Ly, North Vietnam, on 2 October 1966. Lieutenant commander Reynolds was the strike leader of the second wave of twenty strike and flak suppressor aircraft assigned to attack this target area. In spite of unfavorable weather and the ominous threat of MiG aircraft, surface-to-air missiles, and anti-aircraft defenses undoubtedly alerted by the previous strike, Lieutenant Commander Reynolds skillfully navigated his flight to the target area. The attack was commenced and the weapons delivered on target despite the presence of heavy flak opposition. The mission was highly successful with heavy damage inflicted to the railroad yard and the associated transshipment area without loss to his own forces. His meticulous pre-flight planning, superb airmanship, superior bombing, leadership, and heroic actions served as an outstanding example of the highest order of professional performance by an attack carrier aviator and were in keeping with the highest traditions of the United States Naval Service.
