The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Lieutenant Commander [then Lieutenant, Junior Grade] Dain Vanderlin Scott, United States Navy, for heroism while participating in aerial flight on 21 August 1967 as a Naval Flight Officer, serving with Attack Squadron ONE HUNDRED NINETY-SIX (VA-196), embarked in U.S.S. CONSTELLATION (CVA-64). As bombardier/navigator of an A-6A aircraft, Lieutenant Commander Scott participated in an extremely dangerous daylight strike against the heavily defended Duc Noi Railroad Yard, located five miles north of Hanoi, North Vietnam. Fifteen miles from the target, the strike group came under extremely heavy and accurate anti-aircraft and surface-to-air missile fire which continued at intervals for five minutes. Courageously and skillfully, Lieutenant Commander Scott navigated his aircraft through the enemy attack toward the roll-in point for a dive-bombing attack on the target. Although his aircraft was damaged by antiaircraft fire eight miles from the target, he and his pilot elected to continue their mission, resulting in a highly successful attack on the rail yard. Lieutenant Commander Scott’s heroic achievement in the face of great danger contributed to the major damage inflicted upon a vital North Vietnamese transportation facility, and was in keeping with the highest traditions of the United States Naval Service.
