    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Utilitiesman Constructionman Michael P. Evans, United States Navy, for heroism on Sunday, 20 October 1985 at Horseshoe Bay Beach, Bermuda. Constructionman Evans displayed the highest level of initiative, valor, and humanitarian involvement while aiding in the rescue of a drowning victim. Upon witnessing an elderly man being swept away from shore and realizing that no one near was prepared to rescue him, Constructionman Evans and three other rescuers swam into turbulent surf to render assistance. For over fifteen minutes, he and the others struggled courageously to keep the incapacitated swimmer above water while trying desperately to revive him and overcome a strong undertow that initially prevented all from returning to shore. Though exhausted and uncertain of his ability to save himself in the hazardous surf, Constructionman Evans persisted with the rescue until the effects of the undertow were overcome and the rescue party brought the victim to shore. By his decisive, level-headed actions and perseverance, Constructionman Evans in the face of extreme danger attempted to save another human life; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
