The President of the United States of America takes pleasure in presenting the Legion of Merit, in the Degree of Officer (Navy Award) to Commander Harold R. Cox, Brazilian Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of the Brazilian Naval Mission in Miami, Florida, and as senior Brazilian naval officer in that area from September 1942 to December 1944. Responsible for receiving and training officers and men to operate vessels turned over to the Brazilian government, Commander Cox maintained an excellent spirit of cooperation between the personnel of the United States and Brazilian navies.
