    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major General Doan Van Quang, Army of the Republic of Vietnam, for heroism while participating in aerial flight as Commanding General, Vietnamese Special Forces, Republic of Vietnam, on 21 October 1967 while directing the hazardous extraction of a combined United States/Vietnam Army long range reconnaissance team and its airborne Ranger platoon reaction force from the enemy dominated An Hoa Valley region in the Republic of Vietnam. The two forces which were on the ground requested extraction after the situation appeared perilous and the mission had been successfully completed. Carefully monitoring the tense situation over the tactical radio at the forward operational base, Major General Doan Van Quang prudently decided to execute the hazardous extraction rather than further subject the small element to possible annihilation by a larger enemy force thought to be in the area. Major General Doan Van Quang requested a tactical air cap placed over the joint element and then immediately boarded the command-and-control ship departing from the extraction LZ. Upon reaching the area, the weather had deteriorated, augmenting the dangers inherit the extraction from enemy infested territory. This condition necessitated operation of the command and control ship that a mere 400 hundred to 500 feet above the ground in a small compartmented valley. Major General Doan Van Quang, undaunted by the imminent dangers directed by the treacherous weather and the threatening enemy ground then being received, ordered the command-and-control ship to descend to and maintain operation at absolute minimum altitude so he could effectively direct the emergency extraction. This remarkable display of valorous action and keen tactical sense by a senior field commander exceeds any action required by operational necessity or reasonable limits of safety standards. The extraction was affected with timeliness and without friendly casualties, attesting to the tactical brilliance of Major General Doan Van Quang. Except for the courageous determination of Major General Doan Van Quang’s outstanding courage and accomplishments are in keeping with the highest standards of true combat excellence and serve to exemplify the highest traditions of the military service and reflect great credit upon himself, his unit, and the free world allied military forces.
