The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Corporal Chi Yung Yoon, Republic of Korea Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Company B, 1st Battalion, 23rd Infantry, in the rescue of a woman from drowning in the Imgen River near Libby Bridge, Korea, on 20 March 1967. While on duty as a guard at Libby Bridge, Corporal Yoon noticed a woman floundering in the river approximately 40 feet from the river’s edge. She was crying for help, and obviously unable to swim. Although Corporal Yoon cannot swim, with complete disregard for his own personal safety, he immediately waded into the deep, treacherous river channel, and unaided brought the woman to safety of the riverbank and administered artificial respiration. The woman was thus saved from certain drowning. The spontaneous and voluntary act of heroism by Corporal Yoon in the face of extreme personal danger from the rain swollen river is in keeping with the highest traditions and spirit of the Republic of Korea Army and the United States Army in that he was willing to make the supreme sacrifice to preserve the life of another. Corporal Yoon’s quick response in an emergency situation, without regard for his own personal safety, reflects great credit upon himself, the 2d Infantry Division, and the military service.
