The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit, in the Degree of Commander to Lieutenant General Edward Kenneth Smart, Australian Imperial Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 6 April to 9 September 1942. [This award was rescinded under Department of the Army, General Orders No. 40 (June 11, 1948)]
