The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit, in the Degree of Chief Commander to Lieutenant General Efisio Marras, Italian Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from November 1944 to November 1948. (So much of paragraph 2, Section I, General Orders 5, Department of the Army, 1948, as pertains to the award of the Legion of Merit, in the Degree of Commander, to Lieutenant General Marras, is rescinded.)
