The President of the United States of America takes pleasure in presenting the Silver Star to Major [then Captain] Francis M. Burke (MCSN: 0-80135), United States Marine Corps, for conspicuous gallantry and intrepidity in action while serving as Commanding Officer, Company I, Third Battalion, Fifth Marines, FIRST Marine Division, during combat operations against the enemy in the Republic of Vietnam on 6 September 1967. Company I came under heavy automatic weapons and devastating mortar fire from a well-entrenched and numerically superior force. With complete disregard for his own safety Major Burke immediately moved to the point of crisis in order to evaluate the situation and personally direct the maneuver of his company. Coordinating his company’s hasty defense with that of an adjacent company, he consolidated both companies into an effective 360-degree perimeter to withstand aggressive attacks by a determined enemy. While directing the operation of his combined force, he repeatedly exposed himself to intense enemy fire. As the attack progressed and the enemy fire increased in volume and accuracy, he continued to exert his presence where the fire was heaviest and set an example of calmness and courage. As the casualties mounted, Major Burke moved from position to position inspiring his men with his dynamic leadership and brave fighting spirit. Eventually, his force was strengthened by the arrival of a committed reserve company. Displaying outstanding professional skill, he consolidated the three companies into an effective fighting force, maintaining and strengthening his 360-degree perimeter and providing a strong defense capable of inflicting prohibitive casualties upon the enemy. During the reorganization and consolidation, Major Burke continued to account for all dead and wounded of his company and provide for their removal to safety within the perimeter. As a result of his decisive manner and superior professional abilities and stirring example, there were numerous enemy casualties, the integrity of the position was maintained and all Marine dead and wounded were recovered. Major Burke’s action were in keeping with the highest traditions of the Marine Corps and of the United States Naval Service.
