The President of the United States of America takes pleasure in presenting the Silver Star to Captain Paul Hermann Dallmann (NSN: 0-486347), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy while serving as Commander Task Unit SEVENTY-SEVEN POINT ONE POINT TWO. On the morning of 9 August 1972, Captain Dallmann as Officer in Tactical Command led his Task Unit in a raid on a large enemy ammunition storage site that was known to be well-fortified. On arriving in the area the Task Unit came under heavy hostile fire from the North Vietnam mainland and Hon Me Island. Despite intense enemy fire, Captain Dallmann with great determination continued to close the range to the primary target. While pressing his attack forward, his most effective employment of both surface and air assets resulted in the destruction of several coastal defense sites. Upon reaching the pre-determined strike position the Task Unit opened fire completely destroying the primary target including over 100,000 rounds of large caliber ammunition. With hostile fire increasing in intensity and with more than 500 rounds bracketing the flagship and falling close aboard, the Task Unit continued to aggressively deliver counterbattery fire. At his direction, targets of opportunity were engaged resulting in the destruction of one small tanker boat and damage to three vehicles and two high speed patrol craft. Captain Dallmann’s superb leadership, professional skill and devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Paul Hermann Dallmann (NSN: 0-486347), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer, Navy Manpower and Material Analysis Center, Pacific, San Diego, California from June 1973 through June 1977. Under Captain Dallmann’s leadership and guidance, the command experienced a manpower growth of approximately 25 percent and a budgetary increase of 420 percent. In turn, these resources were effectively managed to enhance productivity and advancement within a broad spectrum of programs, administered by the Chief of Naval Operations, Chief of Naval Material, and Commander in Chief U.S. Pacific Fleet. Through his superb managerial; skills and professional expertise, significant Center innovations and achievements were made in the application of automatic data processing to the identification and documentation of current and future Navy manpower requirements. Captain Dallmann’s early conviction in the feasibility of automatic data processing applications to decrease time and cost to develop Ship Manpower Documents for aircraft carriers became a most significant accomplishment, resulting in a Navy-wide annual cost avoidance of $200,000. Further, work studies accomplished under his direction to improve manpower and material utilization identified a potential cost avoidance of approximately $12.5 million. By his exemplary performance, sound judgment, and total devotion to duty, Captain Dallmann upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Paul Hermann Dallmann (NSN: 0-486347), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving with the United States Naval Support Activity, DaNang, Republic of Vietnam from August 1968 to July 1969. As the Assistant Chief of Staff for Operations, Captain Dallmann molded 40 officers, 1,500 enlisted men and over 300 lighterage and service craft into an Operations Department that hauled supplies to the over 200,000 Free World Military Assistance Forces operating in the I Corps Tactical Zone. The craft deployed along the 225 mile coast of the I Corps Tactical Zone to off-load sites as Dong Ha, Hue, Chu Lai and Sa Huynh. The deployments to Dong Ha and Hue required transits of the perilous and enemy-infested Cua Viet and Perfume Rivers. Captain Dallmann was also responsible for coordinating all salvage efforts through the use of NAVSUPPACT, DaNang afloat assets. In addition, he directed a team of underwater demolition experts and explosive ordnance disposal technicians in the clearance and disposal of life ordnance, as well as the mapping of harbors, rivers and estuaries. He further ensured that crushed rock for construction purposes was transported to off-load sites at Dong Ha and Hue by a vast fleet of civilian contract tugs and barges. His innovations and persuasive liaison work resulted in major improvements in the ability of the command to accomplish its mission. Captain Dallmann’s managerial ability, sense of responsibility and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
