The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Colonel Arthur L. Andrews (MCSN: 0-4402), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Transport Quartermaster for the Commander of an Amphibious Group from June 1942 to July 1945, during the amphibious assaults against Guadalcanal, Bougainville, Imirau, Guam, Okinawa, Ie Shima and Iheya and Aguni Shimas. Demonstrating outstanding administrative ability and sound judgment, he ably planned and coordinated the loading, dispatching and unloading of large numbers of vessels employed in the combat areas. Although often under enemy attack, he displayed in the great calmness and courage, and was responsible in a large measure for the expeditious loading and unloading of vital combat supplies and equipment. Through his commendable performance of duty over extended periods of time, he contributed materially to members of the staff. His outstanding service and conduct throughout were in keeping with the highest traditions of the United States Naval Service. (Lieutenant Colonel Andrews is authorized to wear the Combat “V”.)
