The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Major Harold T. A. Richmond (MCSN: 0-5936), United States Marine Corps, for conspicuous gallantry and intrepidity as Executive Officer of the First Battalion, Fifth Marines, FIRST Marine Division, in action against enemy Japanese forces on Peleliu Island, Palau Group, from 15 to 29 September 1944. Leading a combat patrol of two companies (reinforced) against a numerically superior enemy situated in well-fortified mutually supporting caves, Major Richmond repeatedly exposed himself to hostile machine-gun and rifle fire in a determined effort to crush enemy resistance. Inspiring the men under his command by his skillful and aggressive leadership, he contributed materially to the successful conclusion of an extremely hazardous mission. His outstanding initiative, cool courage and unwavering devotion to duty throughout this period were in keeping with the highest traditions of the United States Naval Service.
