The President of the United States of America takes pleasure in presenting the Silver Star to Major Charles J. Bailey, Jr. (MCSN: 0-6424), United States Marine Corps, for conspicuous gallantry and intrepidity as Commanding Officer of the First Battalion, Third Marines, THIRD Marine Division, in action against enemy Japanese forces during the Battle of Piva Forks, Bougainville, Solomon Islands, on 22 November 1943. Having been informed of hostile activity in a sector near his battalion, Major Bailey immediately worked his way forward under intense enemy fire to the outpost line and personally conducted a reconnaissance. Discovering that a reinforced Japanese battalion was attempting a double envelopment of his position, he courageously proceeded to the combat area where, despite withering hostile mortar, machine gun and artillery fire, he directed his troops and the employment of supporting weapons with outstanding tactical skill, enabling his men to complete their attack with heavy losses to the enemy forces. Major Bailey’s inspiring leadership and resolute devotion to duty in the face of grave peril were in keeping with the highest traditions of the United States Naval Service.
