The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Sergeant Harry Harvey, United States Marine Corps, for extraordinary heroism in action in battle against the enemy at Binictican, 16 February 1900. Throughout this action and in the presence of the enemy, Sergeant Harvey distinguished himself by meritorious conduct.
