The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Ulysses John L. Peoples (ASN: 0-15214), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Ordnance Officer, North Luzon Force and I Philippine Corps, on Luzon, Philippine Islands, from December, 1941 to April, 1942. In spite of difficult supply routes and limited personnel and transportation, he maintained a constant flow of vital materials to the combat units, successfully evacuated large quantities of ammunition, and skillfully directed the destruction of ordnance materiel before fighting ceased. Colonel Peoples’ superior performance of duty materially aided the conduct of operations on Luzon.
