The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting the Bronze Star Medal with Combat “V” to Lieutenant Colonel Martin B. Spann, United States Army, for heroism in active ground combat against the enemy while serving with the Civilian Police Assistant Training Team on 11 March 2005. Serving as a Combat Advisor to the Iraqi 1st Special Police Commando Battalion in Samara, Iraq, Lieutenant Colonel Spann rushed to the aid of a seriously wounded member of the Iraqi Security Forces despite being under direct fire from enemy combatants. After rendering first aid, he continued advancing alone under intense direct fire. Maneuvering to within feet of the insurgents’ position, Lieutenant Colonel Spann engaged the enemy, wounding one and forcing the surrender of a second, thus eliminating the threat to the Iraqi Security Forces. Lieutenant Colonel Spann’s heroic actions are in keeping with the finest traditions of military service and reflect great credit upon himself, the Multi-National Security Transition Command – Iraq and the United States Army.
