Robert Williams was commissioned through the Reserve Officer Training Corps program in 1984 upon graduation from Georgia Institute of Technology. In 2010 he was appointed a U.S. Air Force Brigadier General. In 2014 he received his second star, and in 2016 he received his third star as a Lieutenant General.
