The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Medical Corps) Harold Hanson Twitchell, United States Army Air Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Staff Surgeon of the TWENTIETH Air Force in the Pacific Theater of Operations during World War II. Under the guidance of Colonel Twitchell, the Medical Services of TWENTIETH Air Force have been exemplary of the highest type of professional medical practice. His brilliant planning and unstinting efforts toward the execution of sanitary preventive medicine and aeromedical measures resulted in the achievement of an amazingly good state of health within the command. The singularly distinctive accomplishments of Colonel Twitchell and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.
