Carmelita Schimmenti received her nursing diploma from Regina School of Nursing, Albuquerque, in 1957 and enlisted in the Air Force in 1958. She received a bachelor of science degree in nursing from the University of Pittsburgh in 1966 and a master of public health degree from the University of North Carolina, Chapel Hill, in 1974. Both degrees were sponsored under the Air Force Institute of Technology Program. From 1985 to 1988 she served as Chief of the U.S. Air Force Nurse Corps, and retired in 1988 as a U.S. Air Force Brigadier General.
