    The President of the United States of America, authorized by Executive Order 11046, 24 August 1962, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Bronze Star Medal to Chief Master Sergeant William R. Morgan, United States Air Force, for meritorious service as Noncommissioned Officer in Charge, Exploitation Branch, while engaged in support of air operations against an opposing armed force at the 12th Reconnaissance Intelligence Technical Squadron, Tan Son Nhut Air Base, Republic of Vietnam, from 7 August 1971 to 1 August 1972. During this period, Sergeant Morgan aggressively and competently assumed the responsibilities of his position and strove to improve the quality and efficiency of his Branch. His superb performance and significant contributions assisted materially in the success and effectiveness of United States military operations in Southeast Asia. The exemplary leadership, personal endeavor and devotion to duty displayed by Sergeant Morgan in this responsible position reflect great credit upon himself and the United States Air Force.
