The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Kenneth Rader Powell, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 1955 to 1959 as Commander, 10th Tactical Reconnaissance Wing, Spangdahlem Air Base, Germany, from 1955 to 1959. Colonel Powell demonstrated qualities of leadership, diplomacy and statesmanship in establishing and directing an exceptional program of international friendship and understanding with the populace of the Federal German Republic and the Grand Duchy of Luxembourg. His efforts have greatly enhances the prestige and good will of the United States in this most important area. The singularly distinctive accomplishments of Colonel Powell and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
