Frederick Plugge graduated from the University of Pennsylvania in 1953 and received a doctor of medicine degree from the University of Maryland in 1957. During his residency he was a Reserve Officer with the Air Force Reserve, and entered active duty in 1965. He retired in 1991 as a U.S. Air Force Brigadier General.
