After serving in the Army Air Forces in World War II, Oliver Picher transferred to the U.S. Air Force when it became a separate branch of service in 1947. He retired in 1960 as a U.S. Air Force Lieutenant General.

At great personal risk and in constant danger from enemy ground and aerial attack, General Picher made repeated trips to the most forward air bases.
