Lee Payne was commissioned through the Reserve Officer Training Corps program in 1979 upon graduation from the University of Kentucky. He earned his medical degree from Vanderbilt Medical School, completed his residency in Internal Medicine at the University of Colorado and a year of Medical Oncology at Memorial Sloan-Kettering Cancer Center. In 2014 he was appointed a U.S. Air Force Brigadier General.
