    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Richard Cragin Milnes, II, United States Air Force, for extraordinary achievement while participating in aerial flight while serving as a C-7A Caribou Pilot in the 317th Tactical Airlift Squadron, Phu Cat Air Base, Republic of Vietnam, and subsequently with the 483d Tactical Airlift Wing, Cam Ranh Bay Air Base, Republic of Vietnam, in action against the during more than 100 combat missions against the enemy over Southeast Asia from 1969 to 1970. His devotion to duty and courage under all conditions serve as an inspiration to his fellow flyers. His actions reflect the highest credit upon himself and the Armed Forces of the United States.
