The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in addition to a previously awarded Silver Oak Leaf Cluster in lieu of a Ninth Award of the Distinguished Flying Cross with Combat “V” to Colonel Carl S. Miller (AFSN: FR-45411), United States Air Force, for heroism while participating in aerial flight while serving as an F-4 Aircraft Commander of the 8th Tactical Fighter Wing, Ubon Royal Thai Air Force Base, Thailand, in action over Hanoi, North Vietnam, on 10 May 1972. On that date, Colonel Miller flew as Mission Commander and Strike Force Leader of a force of five four-ship flights of F-4D aircraft, targeted against the singularly vital Paul Doumer Bridge. In spite of massive enemy defenses, including uncountable, accurately tracking surface-to-air missiles and intensely accurate antiaircraft artillery, Colonel Miller led his strike force to the successful interdiction of this vitally essential rail and highway connection between Hanoi and Haiphong. As the strike force egressed, Colonel Miller’s alert calls and courageous actions led the flight into two attacking hostile aircraft, saving his wingmen from imminent destruction by the two missile-firing hostile aircraft. The outstanding heroism and selfless devotion to duty displayed by Colonel Miller reflect great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Colonel Carl S. Miller (AFSN: FR-45411), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-100 Pilot in Southeast Asia on 23 July 1967. On that date, Lieutenant Colonel Miller was leading a flight of two aircraft on a pre-planned combat support mission when he was diverted to provide close air support to friendly ground forces heavily engaged with a large hostile force. Although hampered by overcast sky conditions and heavy rain showers in the area, Lieutenant Colonel Miller skillfully led his flight to the target and commenced the attack. As a result of Lieutenant Colonel Miller’s actions the friendly forces were able to maintain the initiative in this engagement while sustaining a minimum number of casualties. The professional competence, aerial skill and devotion to duty displayed by Lieutenant Colonel Miller reflect great credit upon himself and the United States Air Force.

On that date, despite poor visibility, a low overcast, and heavy small arms fire, Colonel Miller, with complete disregard for his own personal safety, made repeated low altitude passes to prevent the imminent overrun of downed friendly aircrewmen. His efforts vitally assisted in stopping the advance of the surrounding hostile forces and created a safe ground egress route by which the friendly forces escaped to the pickup point. On that date Colonel Miller led a flight of fighter aircraft flying a strike mission deep in enemy territory. Despite repeated attacks on his formation by enemy fighters, Colonel Miller continued his attack on the assigned target, delivering his bombs accurately on target with devastating results. The outstanding heroism and selfless devotion to duty displayed by Colonel Miller reflect great credit upon himself and the United States Air Force.

Miller (AFSN: FR-45411), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Headquarters Civil Air Patrol – United States Air Force and Executive Director, Civil Air Patrol, Maxwell Air Force Base, Alabama, from 22 August 1975 to 31 October 1977. In this important and unique assignment, the forceful leadership and outstanding and dedicated efforts of General Miller were significantly displayed in the directing of Civil Air Patrol activities throughout the fifty states, the District of Columbia, and Puerto Rico. Being both people and mission oriented, General Miller improvised new methods to enhance morale and improve mission accomplishments. His unselfish efforts and personal visits to each of the 52 wings represent an extraordinary contribution to the Civil Air Patrol, United States Air Force, and the nation. General Miller’s dedication and achievements will directly benefit the American people through increased search and rescue and disaster relief effectiveness, an improved cadet program and America’s youth, and provide an Aerospace Education vehicle without peer to enhance the knowledge of the American public in Aerospace issues and matters.     The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant [then Second Lieutenant] Carl S. Miller (AFSN: FR-45411), United States Air Force, for extraordinary achievement while participating in aerial flight as the leader of a flight of four F-84 type aircraft assigned to the 430th Fighter Bomber Squadron, 474th Fighter Bomber Group, FIFTH Air Force on 12 July 1953. Lieutenant Miller displayed exceptional flying ability and skill leading an attack against the Sinanju bridge complex located on the Chong Chon River. With marginal weather along the route and in the target area, his exceptional navigation and knowledge of the region enabled him to locate the target. In spite of intense and accurate heavy and automatic weapons fire, Lieutenant Miller, thinking only of the importance of his mission and without regard for his own personal safety, carried his bombs to an extremely low altitude to insure accurate hits upon the objective. After taking successful evasive action against the heavy enemy flak in the target area, he reformed his flight and returned to the home base. As a result of this successful mission the enemy’s main supply routes were weakened and his field forces were deprived of arms and ammunition vitally essential in waging war. By his skill, courage, and devotion to duty Lieutenant Miller has brought great credit upon himself and the United States Air Force.

Miller (AFSN: FR-45411), United States Air Force, for extraordinary achievement while participating in aerial flight while serving as an F-100 pilot with the 31st Tactical Fighter Wing, Tuy Hoa Air Base, Republic of Vietnam, during 278 combat missions over Southeast Asia on 15 August 1967. On that date, Colonel Miller was a member of a flight of three aircraft flying a close air support mission in support of friendly ground forces who were engaged in a fire fight with a large hostile force. Although subjected to intense small arms fire, Colonel Miller made repeated attacks on the hostile positions and delivered his ordnance with pinpoint accuracy. The hostile forces were completely disrupted as an effective fighting unit and the friendly forces were able to maintain the initiative in this engagement, while sustaining minimum casualties. Miller (AFSN: FR-45411), United States Air Force, for extraordinary achievement while participating in aerial flight while serving as an F-4 Aircraft Commander of the 8th Tactical Fighter Wing, Ubon Royal Thai Air Force Base, Thailand, in action over Southeast Asia on 2 June 1972. On that date, Colonel Miller led a strike flight against an airfield deep within hostile territory. Despite heavy antiaircraft artillery fire, adverse weather, and surface-to-air missiles, Colonel Miller completely cratered the runway and taxiways. More important was the secondary effect of his mission. Through a coordinated effort, a search and rescue mission successfully picked up a downed aircrew member only a few miles from where Colonel Miller was working. By successfully completing his diversionary mission, Colonel Miller greatly contributed to the success of the rescue mission.
