On that date, Lieutenant Colonel Miller was leading a flight of two aircraft on a pre-planned combat support mission when he was diverted to provide close air support to friendly ground forces heavily engaged with a large hostile force. Although hampered by overcast sky conditions and heavy rain showers in the area, Lieutenant Colonel Miller skillfully led his flight to the target and commenced the attack. As a result of Lieutenant Colonel Miller’s actions the friendly forces were able to maintain the initiative in this engagement while sustaining a minimum number of casualties. On that date, despite poor visibility, a low overcast, and heavy small arms fire, Colonel Miller, with complete disregard for his own personal safety, made repeated low altitude passes to prevent the imminent overrun of downed friendly aircrewmen. His efforts vitally assisted in stopping the advance of the surrounding hostile forces and created a safe ground egress route by which the friendly forces escaped to the pickup point. Despite repeated attacks on his formation by enemy fighters, Colonel Miller continued his attack on the assigned target, delivering his bombs accurately on target with devastating results. The outstanding heroism and selfless devotion to duty displayed by Colonel Miller reflect great credit upon himself and the United States Air Force.

Miller (AFSN: FR-45411), United States Air Force, for heroism while participating in aerial flight while serving as an F-4 Aircraft Commander of the 8th Tactical Fighter Wing, Ubon Royal Thai Air Force Base, Thailand, in action over Hanoi, North Vietnam, on 10 May 1972. On that date, Colonel Miller flew as Mission Commander and Strike Force Leader of a force of five four-ship flights of F-4D aircraft, targeted against the singularly vital Paul Doumer Bridge. In spite of massive enemy defenses, including uncountable, accurately tracking surface-to-air missiles and intensely accurate antiaircraft artillery, Colonel Miller led his strike force to the successful interdiction of this vitally essential rail and highway connection between Hanoi and Haiphong. As the strike force egressed, Colonel Miller’s alert calls and courageous actions led the flight into two attacking hostile aircraft, saving his wingmen from imminent destruction by the two missile-firing hostile aircraft. On that date, Colonel Miller was a member of a flight of three aircraft flying a close air support mission in support of friendly ground forces who were engaged in a fire fight with a large hostile force. Although subjected to intense small arms fire, Colonel Miller made repeated attacks on the hostile positions and delivered his ordnance with pinpoint accuracy. The hostile forces were completely disrupted as an effective fighting unit and the friendly forces were able to maintain the initiative in this engagement, while sustaining minimum casualties. Miller (AFSN: FR-45411), United States Air Force, for extraordinary achievement while participating in aerial flight while serving as an F-4 Aircraft Commander of the 8th Tactical Fighter Wing, Ubon Royal Thai Air Force Base, Thailand, in action over Southeast Asia on 2 June 1972. On that date, Colonel Miller led a strike flight against an airfield deep within hostile territory. Despite heavy antiaircraft artillery fire, adverse weather, and surface-to-air missiles, Colonel Miller completely cratered the runway and taxiways. More important was the secondary effect of his mission. Through a coordinated effort, a search and rescue mission successfully picked up a downed aircrew member only a few miles from where Colonel Miller was working. By successfully completing his diversionary mission, Colonel Miller greatly contributed to the success of the rescue mission.
