The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Fourth Bronze Oak Leaf Cluster in lieu of a Fifth Award of the Distinguished Flying Cross to Colonel Carl S. Miller (AFSN: FR-45411), United States Air Force, for extraordinary achievement while participating in aerial flight while serving as an F-4D Aircraft Commander of the 8th Tactical Fighter Wing, Ubon Royal Thai Air Force Base, Thailand, in Southeast Asia on 8 November 1971. On that date, despite poor visibility, a low overcast, and heavy small arms fire, Colonel Miller, with complete disregard for his own personal safety, made repeated low altitude passes to prevent the imminent overrun of downed friendly aircrewmen. His efforts vitally assisted in stopping the advance of the surrounding hostile forces and created a safe ground egress route by which the friendly forces escaped to the pickup point. The professional competence, aerial skill and devotion to duty displayed by Colonel Miller reflect great credit upon himself and the United States Air Force.
