The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Brigadier General Carl S. Miller (AFSN: FR-45411), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Commander, Headquarters Fifth Allied Tactical Air Force, Vincenza, Italy, from 15 January 1974 to 11 August 1975. During this period General Miller’s outstanding achievements and his dynamic leadership and initiative resulted in exceptional improvements in the capabilities of the military forces of the North Atlantic Treaty Organization’s southern region. The singularly distinctive accomplishments of General Miller and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
