The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel James Winfield McIntyre, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Commander and Commander, 3700 Air Base Group, Lackland Air Force Base, Texas, and Commander, 64th Flying Training Wing, Reese Air Force Base, Texas, from 8 July 1985 to 8 July 1987. During this period, the exemplary ability, diligence, and devotion to duty of Colonel McIntyre were instrumental factors in enhancing the quality of life for the military personnel and dependents of Lackland and Reese Air Force Bases, and in the record achievements in their vital training missions. The singularly distinctive accomplishments of Colonel McIntyre and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.

    Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Brigadier General James Winfield McIntyre, United States Air Force, for exceptionally superior service to the Department of Defense as Command Director, Headquarters North American Aerospace Defense Command Combat Operations Staff, and as Director, Headquarters North American Aerospace Defense Command Planning Staff, Peterson Air Force Base, Colorado, from 20 July 1988 to 22 June 1990. As Command Director, Brigadier General McIntyre was instrumental in the Defense of North America. His split second decisions and crucial analysis of threat information were always accurate and keenly perceptive. As Director of the Planning Staff, his contributions greatly enhanced the preparedness and sustainability of our forces in peacetime and in war. His keen insight resulted in vast improvements to validation procedures on North American Aerospace Defense Statements of Requirements. The singularly distinctive accomplishments of Brigadier General McIntyre reflect great credit upon himself, the United States Air Force, and the Department of Defense.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain James Winfield McIntyre, United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force in Laos from 10 February 1972 to 11 February 1972. On those dates, he was Aircraft Commander of an HH-53C Rescue Helicopter of the 40th Aerospace Rescue and Recovery Squadron, Udorn and Nakhon Royal Thai Air Force Base, Thailand, in support of a rescue mission deep within hostile territory. With complete disregard for his personal safety, Captain McIntyre attempted the first night rescue employing the Night Recovery System within a combat environment. Hampered by deteriorating weather, Captain McIntyre exhibited the highest standards of flying proficiency and crew control in conducting an hour-long, blacked out, close area search, amidst sheer mountain formations. His superb combat leadership and skillful airmanship were key factors in the success of the mission. By his gallantry and devotion to duty, Captain McIntyre has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
