Roger Jones was commissioned through the Reserve Officer Training Corps program in 1960 upon graduation from the University of Illinois, earning his juris doctor degree in 1962, and a master of laws degree in environmental law from the George Washington University in 1973. He retired in 1992 as a U.S. Air Force Brigadier General.
