After serving in the Army Air Forces in World War II, Frank James transferred to the U.S. Air Force when it became a separate branch of service in 1947. He retired in 1968 as a U.S. Air Force Brigadier General.

James, United States Army Air Forces, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Combat Operations, Headquarters, VIII Fighter Command, EIGHTH Air Force, from 1944 to 1945. Colonel James successfully planned and executed Fighter Combat tactics against the Luftwaffe. The singularly distinctive accomplishments of Lieutenant Colonel James and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.
