The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Colonel Raymond Leon Haupt, United States Air Force, for extraordinary achievement while participating in aerial flight as Chief, Operational Evaluation Division, Detachment 1, 1129th U.S. Air Force Special Activities Squadron, Las Vegas, Nevada, from November 1, 1961 through May 1965. Colonel Haupt participated in aerial test flights in the reconnaissance aircraft. The operational techniques and procedures he helped to develop, which resulted from knowledge gained during his flights, contributed to his unit reaching an operational readiness status and in providing safe operational instructions for succeeding Air Force units. His devotion to duty and courage under all conditions serve as an inspiration to his fellow flyers. His actions reflect the highest credit upon himself and the Armed Forces of the United States.
