Arthur Andrews enlisted in the Air Force in 1953, where he served for his first 12 years as an air policeman, including eight years as an investigator. In 1973 he graduated from the first class of the Senior Noncommissioned Officer Academy at Gunter Air Force Station, Alabama. During the Vietnam War he served as First Sergeant with the 497th Tactical Fighter Squadron at Ubon Royal Thai Air Force Base, Thailand. In 1981 he was selected the Seventh Chief Master Sergeant of the Air Force, serving in that top enlisted position until his retirement in 1983.

    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Chief Master Sergeant of the Air Force Arthur L. Andrews, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the United States as the Chief Master Sergeant of the Air Force, Headquarters United States Air Force, Washington, District of Columbia, from 1 August 1981 to 31 July 1983. During this period Chief Andrews was the spokesman for the entire enlisted force while serving as the chief enlisted representative to the Chief of Staff and the Secretary of the Air Force. The actions instituted by Chief Andrews were instrumental in improving the quality of the enlisted force and thereby increasing the readiness of the entire Air Force. The singularly distinctive accomplishments of Chief Andrews culminate a distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
