Winfred Carroll was commissioned through the Reserve Officer Training Corps program in 1963 upon graduation from Georgia Institute of Technology. He retired in 2000 as a U.S. Air Force Major General.

The singularly distinctive accomplishments of General Carroll culminate a long and distinguished career in the service of his country and his dedicated contributions reflect the highest credit upon himself and the United States Air Force.
