The President of the United States of America takes pleasure in presenting the Silver Star to Second Lieutenant Theodore Toole (MCSN: 0-31809), United States Marine Corps Reserve, for conspicuous gallantry and intrepidity as an Advance Reconnaissance Man attached to Company A, Amphibious Reconnaissance Battalion, Fifth Amphibious Corps, Fleet Marine Force in action against enemy Japanese forces at Saipan and Tinian, Mariana Islands on 10 and 11 July 1944. Swimming ashore in the immediate presence of Japanese soldiery and fortifications, Second Lieutenant Toole made a perilous reconnaissance of the beaches and reefs of enemy held Tinian to determine the location and nature of beach obstacles, the depths of water on reefs, the height and characteristics of cliffs and of terrain inland from the beaches and the suitability of the area for invasion by our troops, vehicles and landing craft. The skill displayed by Second Lieutenant Toole throughout this mission contributed substantially to the success attained by the patrol in completing the assignment without casualties or detection by the enemy. His intrepid spirit, professional skill and outstanding devotion to duty reflect the highest credit upon Second Lieutenant Toole and the United States Naval Service.
