Bayne, United States Air Force, was awarded a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States, culminating as Commander of the 45th Air Division, with headquarters at Loring Air Force Base, Maine, from 1970 to 1971.
