Franklin Henley graduated from the U.S. Military Academy at West Point, Class of 1933. After serving in the Army Air Forces in World War II, he transferred to the U.S. Air Force when it became a separate branch of service in 1947. He retired in 1961 as a U.S. Air Force Brigadier General.

    (Citation Needed) – SYNOPSIS: Colonel (Air Corps) Franklin Stone Henley, United States Army Air Forces, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander of the 9th Troop Carrier Service Command, the logistics force for the 9th Troop Carrier Force assigned to the First Allied Airborne Army. In this position he participated in all the airborne operations of the Troop Carrier Forces in Europe, and in addition worked closely with the British Airborne Forces engaged in this operation. The singularly distinctive accomplishments of Colonel Henley and his dedicated contributions reflect the highest credit upon himself and the United States Army Air Forces.
